Fol'cara
Overview
A very divided kingdom, it is well known that the king of Fol'cara is merely a figurehead and the ones truly in charge are the mobs. Unfortunately, having two prominent mobs with differing goals has caused a divide, resulting in it being a safe or dangerous place to live depending on who you are and which side of the kingdom you're on.
The north side is run by the Red Aces, who are widely considered the lesser of two evils due to their treatment of crime as a business, as opposed to the south side's mob, the Hellhounds, who flaunt their power with random acts of violence. The two mobs have been fighting for as long as they've existed for various reasons, but their differing views on criminal enterprise have definitely not helped the situation.
The North Side
The definitively safer half of the kingdom and the much nicer place to live. Despite still being run by a mob, the Red Aces ensure the streets are kept largely safe, since anything else would be bad for business. Even in their own criminal activity, the Aces tend to keep bloodshed to a minimum when possible and rely more on bribery and back-room negotiations to solve their problems as opposed to open violence.
The Aces operate on the principle that crime is a business and so deal in things like gambling and bootlegging rather than drugs and violence. As long as folks keep their noses out of mob business, the north side is a safe place to live.
The South Side
Widely considered horribly unsafe, the Hellhounds are primarily responsible for the unsavory reputation this half of the kingdom possesses. The Hellhounds are known for their random acts of violence that they use to remind people that they can and will do anything they want.
The kingdom is especially unsafe for anyone of half-blood such as half-elves because some members of the Hellhounds will kill them for sport. While not all Hellhounds engage in this behavior, nothing is being done to stop it either.
They operate under the idea that being a Hellhound means you have power over others and can flaunt it however you want. Those who live on this side of the kingdom are often fearful, and rightfully so.
